State Legislative Representative/Lobbyist

Policies and Procedures and Guidelines Governing the State Legislative Representative/Lobbyist

  1. He/she may be appointed by the Executive Board subject to such appointment being reviewed at each Executive Board meeting held thereafter.
     
  2. He/she shall be directly responsible to the president for the performance of his/her official duties during the official legislative session as herein enumerated.
     
  3. He/she shall be responsible for handling all legislation duly approved by the Executive Board and to the Association Convention delegates.
     
  4. He/she shall secure sponsors for all approved legislative bills, subject to the approval of the president.
     
  5. He/she shall consult with and make weekly written reports to the president and all locals of all action taken by him/her on legislative matters during the official session of the Legislature. [Amended October 11, 1997]
     
  6. He/she shall secure prior approval from the president before calling any member of affiliated Locals to Nashville for assistance on legislative and related matters.
     
  7. He/she shall be permitted to call one member of an affiliated local to assist him/her on emergency legislative matters if he/she is unable to secure prior approval of the President and expenses are hereby authorized in the amount as approved by a majority of the Executive Board.
     
  8. He/she shall be entitled to a daily Per Diem as approved by a majority of the Executive Board.
     
  9. Any member of an affiliated local called in to assist the State Legislative Representative on legislative matters as approved and authorized by the president may be paid a Per Diem as approved by a majority of the Executive Board.
     
  10. He/she shall be entitled to reimbursement of any additional association related expenses incurred by him/her in the interest of the association subject to the approval of both the president and the secretary/treasurer when properly vouchered.
     
  11. He/she shall be required to make a detailed written report to the Executive Board at the conclusion of each session of the legislature and to the delegates at the Association Convention.
     
  12. He/she shall be required to attend all Executive Board meetings unless excused by the president.
     
  13. He/she shall inform the president and all locals of all caucuses (democratic, republican, etc.) and all special fundraisers of members of the State Senate and House of Representatives. [Amended October 11, 1997]
     
  14. These policies and procedures and guidelines shall be approved by a majority vote of the Executive Board and any subsequent amendments thereto shall be by a majority vote of the Executive Board or delegates at the Association Convention.
